The between the lines version of this reads as nothing more than a power grab by the "rich" nations. As has been stated before, this has nothing to do with the environment this is all about the politics of power. The rich nations are not going to cede power to the underdeveloped nations no matter how much tech they have and that is what it all comes down too.
"Climate Change" is nothing but a cover story of what is really going on.

I don't want to sound like a debunker here but i could of made that document myself on my laptop and sent it to the guardian.
I've just checked the CNN website and wow nothing if this was such big news surely a credible news source such as CNN would be reporting on it.

If CO2 is directly responsible for climate change, it doesn't take a genius to work out that there are too many buildings and too many people.... too many people trying to live on a small Island will create too much CO2 and too many problems.... too many people living on a big Island (a developing Island i might add) will contribute even more CO2 with all the erecting buildings.... so, what does this sequence tell you?
But wait!
Plants breathe in CO2 just like animals breathe in oxygen.
Aren't plants supposed to be be good and necessary for the planet?
So, how did CO2 somehow get to be a "poison"?

You talk about this like its a bad thing, I am someone who lives in the western world, My roots are traced all the way back to the people who helped create it. My relatives have risked their lives to protect it and it just seems to me like all of the 3rd world countries just always have their hand out for more money. The tax that I pay should be going towards making life better for me and people like me, Not to people from other countries just because they see what we have and want the same.
Everytime these third world countries go to these summits and international conventions, they go with ONE THING on their mind. Its "What can WE get out of these idiots this time" and every time a Western World goes to one of these things they also only have one thought on their mind and that is "I cant wait to give x# of billions of $ to the 3rd world because then we are are going to look so good to the rest of the world)
If I am reading this correctly it means that for the 1st time in my life time, the western world are actually banding together and trying to take care of each other. Wow! My tax dollars actually being spent on making my life better? WHO WOULD HAVE GUESSED?
Everyone hates the idea of a One world Government so much but if it was being done right, then I dont think it would be such a bad idea. Imagine if it was just the "One 1st world government" and all of our money went to tech innovations like colonising space and cool stuff like that instead of just off to the 3rd world.
Hey.. I know its never going to happen but I can dream cant I?

If there is anything manmade to the rising CO2 levels, and I do mean any thing, I would say it is the one topic that has been avoided for quite a while now....the clear cutting of the rain forests in South America.
Funny that we do not hear much on that topic anymore.

Indeed, the whole thing is about power and money, and nothing else.
Not human rights, not the environment, but money and power for a select elite.
I'm all for the environment and healthier people but this whole process is corrupt to the core.
