UFO: U.S. Senator Richard Russell Saw Disc-Shaped UFOs In Russia In 1955
U.S. Senator Richard B. Russell, Jr. (D-Ga.) was travelling on a Soviet train in 1955 during a fact-finding mission in Russia when he spotted a disc-shaped, flying saucer UFO taking off near the tracks. He and his aides reported the sighting to U.S. security agencies after they left Russia, but the U.S. government kept the UFO sightings secret for about 30 years.
Senator Russell, then chairman of the Armed Services Committee and one of the most influential senators until his death in 1971 after serving in Senate for 38 years, was travelling with two aides in the Transcaucasus region of Russia when, at about 7 p.m. on October 4, 1955, he looked out of the window and spotted two disc-shaped UFOs taking off from a spot near the tracks
He called his military aide Lt. Col. Hathaway and interpreter Ruben Efron to the window urgently. Hathaway came to the window in time to see the first UFO, but Efron barely caught a glimpse of the first UFO as it disappeared. However, all three saw the second UFO as it took off.
They reported the sightings to the U.S. Air Force authorities immediately after they left Russia, agreeing that they saw a disc-shaped UFO.
The CIA, FBI, and Air Force documents, which give details of the sightings, were declassified in 1985 and obtained through Freedom of Information Act (FIOA) by the Fund for UFO Research (FUFOR) under its chairman Dr. Bruce Maccabee..

One of the things that never ceases to stagger me about the UFO issue is the sheer quantity of governmental material that has been generated because of it. Its now been 70 years worth. For a subject that is, supposedly, mere fantasy, there seems to be no limit, no slowing down even, to the discovery of unseen, unapprised, once classified documentation pouring in from a growing assortment of sources..
Plenty More UFO-Related Governmental Material Can Be Found
UFOs: An Important Official Document
Trying to convince the skeptics and the doubters that the UFO phenomenon is one of all-too-real proportions is never an easy task. Most of the time I don’t even bother. After all, it’s their loss, not mine, if they choose to remain ignorant. That’s to say, ignorant in terms of being uniformed, and ignorant as in being jerks for refusing to acknowledge the value of the data.
On those occasions when I can be bothered to debate the skeptics on the matter of UFOs, I often make use of government, intelligence, and military files to make my point. The reason why is simple: many official records on unidentified flying objects – and particularly those from the 1940s and 1950s – are of excellent caliber..

Some good points there matey and your guess is as good as mine.
Don't seem to have much time these days but here's another interesting doco from the CIA six years earlier which 'confirms global monitoring and intercept orders for UFOs'.

Cheers!
Most surprising, there is new information never-before-seen within these records. It is revealed that a former security guard of the Cooper Nuclear Station witnessed a UFO sometime between the years 1986 and 1989. The report described the UFO encounter as the following:
While posted at the intake structure one night, he observed an “unidentified flying object” fly down the Missouri River about 150 feet in the air and hover in front of the intake. He observed it for a few moments and then contacted a fellow security officer who also observed it (he could not recall the individual’s name exactly but his first name was [REDACTED] and his last name was either [REDACTED ]. After they together observed the UFO, it turned and went back up the river and did not come back that shift. He and the other officer shared their observation with their peers who did not believe them.
The next evening he again was posted at the intake and observed the UFO return again. This time he didn’t call anyone until the UFO had traversed into the protected area and hovered above the protected area just north of the Reactor Building. He said it was roughly triangular in shape with a circle of rotating lights on the bottom. He could not hear any propulsion noise from the UFO. He believes that it was roughly 1/3 the size of the Reactor Building. Once the UFO hovered in the protected area. He called the security break room and most of the officers on shift observed the UFO.

CIA report Flying Saucers over Belgian Congo Uranium mines
Document
..Pierre was able to get a good look at the object before him. It was, he said, somewhere between twelve and fifteen meters in diameter, shaped like a “discus,” and aluminum-like color. It had an “inner core” which remained completely still, while its outer rim was aflame and spinning, something which led the commander to conclude that the UFO must have had an enormous speed of rotation.

The movements of the UFOs made it clear to Pierre that what he was seeing was not secret, prototype aircraft: they traveled both horizontally and vertically, their elevation went from 800 to 1,000 meters in barely a second or two, and, at one point they even dramatically dropped to heights of barely sixty feet above the trees surrounding the mine. Due to the devastating effects of incredible G-forces that such maneuvers would have had on a pilot, Pierre could only conclude that the vehicles were remotely-flown – by whom, he had no idea. The chase came to an end when, after about fifteen minutes, both UFOs suddenly made loud, piercing whistling noises and accelerated to what Pierre concludes was around 1,500 kilometers per hour and were gone from view in an instant.
It was a sensational affair that was never resolved.
