You should also look into the mix up by Baxter International. Some time ago they sent LIVE H5N1 within their H1N1 vaccine around the world. They have addmitted to this on their website. The theory more or less states; depopulation and then control, people trust the health care system, it is easy to assume that the government would use an easy and somewhat obvious vector (no pun intended), to depopulate.
