if i understand it correctly, he's saying a near earth object is incoming with the help of some extra-terrestrials.
but we don't need to worry about it, we need to eat drink and be merry, which of course is the same thing that's foisted on the masses before every major cataclysm as is depicted in the epic of gilgamesh. how else would the big guys get out of harms way and return to a unpopulated paradise if the little people were underfoot, panicking, heading for shelters and somehow surviving?

it's a warning with a "i'm better than you" twist.

everyone interprets the texts differently. it is interesting to see how each group approaches the topic with their own slant on what happens, particularly what happens to the common folk.

How would one of the "big guys" warn you about their own devious plans and maintain an "i'm better than you" approach?

If such a thing WERE actually happening, anyone giving warnings would be a hero, not a villain.

he's telling everyone to stop worrying and go party hearty. which is what Enki told Utanapishtim to say to the people when they started worrying about what Utanapishtim was doing. the dude was the king of sumer (and therefore a nephilim hybrid). there he was building a boat and loading all his goods on it. naturally the people would be a bit nervous about that. so Enki gave him a lie to tell them, that as soon as he was gone off to the apsu *abyss of Enki, Enlil would bless them by showering down food for them to eat drink and be merry ....till the day that Utanapishtim entered the ark.
