I think I'm starting to understand the formula now ...
My opinion based on common sense:
There will ALWAYS be people who warn against living in big cities - military or not. This is because the risks are greater. This doesn't mean these people can read the future or have top secret information. If something big does happen, it will most likely be at an unexpected time, as with many disasters.
My advice to anyone living in a big city who is fearful of a disaster:
Move to a less crowded area.
Not because there may be a disaster, but because living your life in fear and paranoia - as I've seen several on ATS make a profession of - is no way to live.

It's not "every" major city - intel sources have been making intercepts about a future event, they know part of the story but not all of it. If you knew something bigger than 9/11 was going to take place in a major US city around such and such date what form would your warning take?
If you don't know exactly which city to avoid the next best thing is to just avoid them all.

It's very likely they are spending stimulus package money. Lots of that kind of thing going on all over the country now simply to put people back to work.
