North Korea is a formidable foe because they have been preparing for this for a long, long time. They are entrenched but they are far from invincible.

It could be that the US and China realize war with NK is coming and neither wants it to spread to other parties. I wouldn't be surprised if China is saying 'look with have a treaty with them if you attack first we have to help them but if you let them attack first then we won't get involved.'
