There is no evidence HAARP is a weapon. None at all. Not one scratch. The only people who think it is are conspiracy "enthusiasts" who hang out on the internet, spouting unfounded conjecture as truth.

Try getting your head around the actual research being performed at HAARP and other ionospheric heating establishments. It will help your argument, at least.
