The reason why the outer layer is made out of cheap lego is because:

The companys money was spent all on John Titors time machine. Therefore the company had to go on a huge budget for this time machine to work.

And the year 2040 is not much different to the year 2008 but it it much louder in the year 2040 and there is much more people around.
