You can build one.

It is not called an EMP, it is called an explosively pumped flux compression generator, and it produces an EMP when you detonate it. It could be done.

But here is the thing. When you go out and buy all the parts and chemicals needed, dudes in a black van will be waiting at your house. You will get "black bagged" and be sorry the idea even entered your mind.
