There was one in Northern California (in the East Bay) last month. There were many Govt agencies (incl Military) it was a 50 hour event.
Its called training!!
I believe that one was called Urban Defense.
It's also a way to showcase new technologies (IE The reason I know about it).
The first TOPOFF was held in May 2000 in Denver, Colorado and Portsmouth, New Hampshire. Denver participants faced a simulated chemical attack, while New Hampshire participants were confronted with a biological attack.
TOPOFF 2, conducted in May 2003, included over 8,000 participants in Seattle, Washington and Chicago, Illinois and involved significant participation by the Canadian Government.
TOPOFF 3, held April 4-8, 2005 and sponsored by DHS's Directorate for Preparedness, was the most comprehensive terrorism response exercise ever conducted in the United States, simulating biological attacks in New Jersey and chemical attacks in Connecticut. It involved over 20,000 participants representing more than 250 federal, state, and local agencies; private businesses; volunteer groups; and international organizations.

Radioactive uranium, plutonium, cesium and cobalt emit high energy ionizing radiations. High energy radiations, such as x-ray/gamma-ray, electrons, protons and neutrons emitted by radioactive materials can produce cancer.
Radioactive dust can be washed off the skin and contaminated clothing should be discarded to reduce external exposure...
TIME: Most radioactivity loses its strength fairly quickly. Limiting the time spent near the source will reduce the amount of exposure.
The accident destroyed the Chernobyl-4 reactor and killed 30 people, including 28 from radiation exposure.
A further 209 on site and involved with the clean-up were treated for acute radiation poisoning and among these, 134 cases were confirmed (all of whom apparently recovered).
Nevertheless 19 of these subsequently died from effects attributable to the accident. Nobody off-site suffered from acute radiation effects.
