It *is* a compression glitch as many others have correctly posted. It is a color tracking glitch and is one of the reasons in the movie business we did not view compressed shots unless it was to look at timing, etc... in which case the color didn't really matter.
This type of compression bug happens usually on contrasting colors and areas that border others, which you can plainly see on the edges of his jacket,which *almost* but not quite tracks with the colored object in question. You can see this at I believe 2:20 on the guy's forehead where it looks like 3 lines appear, however when his head moves they don't quite move with him, and in fact appear to move a little past his hairline where it meets the background ...it looks kind of like the glitch where the weatherman would have something blue on when he was standing in front of the blue screen. Same effect, different cause.
You can also see the same thing on the girls cheek as the artifact moves around and does not stay with her movements.
That explains why you don't see the effect on everything in the video, and it is on mainly contrasting moving colors.
