I have to say that an attack on the "heartland" seems more viable to instill fear in the masses. First thing, you will stir up those who think they are safe from terrorists, because they live in a less metro area or central area of the country (harder to get a bomb to?).
Example: any cities in Kansas, Missouri, Nebraska, Iowa with ~100,000 people in them.
Another thing... Suburbs - Just the suburbs of Kansas City alone have over 100,000 in them, Olathe being a prime example of "suburbia" easily destroying a larger number of civilians while allowing normal economics elsewhere in the country.
