Several months ago, bin Laden sent a directive to al-Qaeda affiliates and partners that he wanted a Mumbai-style attack on at least three European countries – the United Kingdom, Germany and France – the US National Public Radio said, citing intelligence officials.
"We know that Osama bin Laden issued the directive," an unnamed official familiar with intelligence surrounding the plot said.
(CNN) -- A message purportedly from al Qaeda leader Osama bin Laden is urging Muslims to tackle famine, flood relief, and clean water -- stark problems plaguing parts of the Islamic world.
The message, which appeared on jihadist forums Friday, strongly urged Muslims to help Muslims by investing in infrastructure projects and developing awareness programs, such as how to deal with issues like water pollution.
The speech, entitled, "Pauses with the Method of Relief Work," came in an 11 minute, 39 second video produced by al-Qaeda's media arm, as-Sahab.
In a second audio recording in 24 hours, al-Qaida leader Osama bin Laden said governments of Muslim nations have not done enough to help Pakistanis hit by floods that killed hundreds and displaced millions.
As in the earlier recording, bin Laden's criticism was measured in the message released Saturday on militant websites. The tone contrasted sharply with past videos and recordings in which he and his deputies called for the leaders of Muslim nations like his native Saudi Arabia and Egypt to be overthrown.
Still, he singles out Arab leaders, accusing them of failing to respond to a calamity in a fellow Muslim nation and asserting that the U.N. chief did more than them to help Pakistan.

"Young people do not care about the messages of Al-Qaeda and believe that bin Laden and his followers are not clear and they do not know to what side they belong and therefore, do not trust them," said Tunisian professor Saloua Chorfi. She added "The messages of Al-Qaeda specifically do not have credibility and it is questionable, as they talk more than they do acts."
"Al-Qaeda has ended a long time ago, and in fact, it has become a pariah, and is seen as an evil virus that brought malicious damage to Islam and Muslims," Moroccan journalist Abdeliah Sakhir said.

It should be noted that from the same, Sorab Goth area, an American al Qaeda member, Adam Gadanhn (Abu Azzam Amriki), was detained with another unnamed Arab individual connected to al Qaeda. Adam and an associate are reported to have been captured during a raid by Pakistani special forces at the Super Highway in Karachi. While the arrests had been kept secret, a top intelligence source told Daily Times that some al Qaeda members had been captured and moved to their headquarters in Islamabad, where “a joint investigation team of both Pakistanis and Americans are interrogating them”.
