Here's a plan to consider.....

Cornwall launches an artillery and ground attack on Exeter..... the Government moves in the armed forces in an overwhelming show of force.
The Cornish forces then appeal to the International community for support of their autonomy and to recognise them as a breakaway state.
UN peacekeepers are then sent to secure the border whilst Israel (always willing to make a fast buck) and the US (playing both sides as it's good for business) arm and train the Cornishmen under the pretext of supplying "aid".
