Hell is you being trapped in your own petty faults and sins, and you determine what your hell will be like. I believe that only the truly evil go to hell and go for eternity. The rest go to what the catholics refer to as purgatory. This is like hell but it's to teach our spirit what we couldn't learn on earth. What this is changes per person, so no solid explanation can ever be given.
Heaven, too is a personal experience, and is whatever you would be the most happy and joyful in. One person's hell can be another persons heaven.

So Jesus was just telling a fairy tale in order to create control through fear?

People in hell realize they were wrong about Jesus being the Savior, but they're still in hell.
