A sad song for me would have to be "My Weakness," by Moby. The first time I heard this song was on the X-Files episode Closure:
"My Weakness", a song by Moby from his album, Play, is used several times throughout this episode, mostly notably during the first scene (in
which the FBI discover a mass gravesite containing the bodies of dozens of missing children), and near the end (when Mulder apparently encounters his
sister's spirit). X-Files Wiki

Not in the era of many around here but I always thought that 'songbird' by Fleetwood Mac was a very sad song.
the people in that band were all lovers & cheated on each other with each other around the time fleetwood released 'rumours', there was alot of pain
around to inspire them..
all that aside, the most heartbreaking vocal I've heard stevie nicks sing is -
Stevie Nicks - Beautiful Child
Lyrics
"Stevie Nicks - Beautiful Child"
Beautiful Child
Beautiful Child
You are a beautiful child
And I am a fool once more
You fell in love when I was only ten
The years disappeared
Much has gone by since then
I bite my lip, can you send me away
You touch
I have no choice
I have to stay
I had to stay
Sleepless child
There is so little time
Your eyes say yes
But you don't say yes
I wish that you were mine
You say it will be harder in the
morning
I wait for you to say, just go
Your hands, held mine so few hours
And I'm not a child anymore
I'm not a child anymore
I'm tall enough
To reach the stars
I'm old enough
To love you from afar
Too trusting. . .yes?
But then women usually are
I'm not a child anymore
No, I'm not a child, oh no
Tall enough to reach for the stars
I will do
As I'm told
Even if I never hold you again
I never hold you again

But I find the following song gets to me more than any other I can think of...
This song is written from the perspective of someone living in a steel works town that depends on the steel plant to survive, but the government
shuts it down with promises that everything will be ok....
Its a very raw & honest song, like much of her work.
lyrics
"Ani Difranco - Trickle Down"
you cease to smell the steel plant
after you've lived there for a while
smoke is snow is ash are leaves that blow
through the air aloft
all our houses dim their sliding
to the same soot gray style
and we hang our laundry out on sundays
when they turn the furnaces off
everybody's daddy works up on the line
the stienbrenners and the wilczewskis
have been there the longest time
everybody's mommy squints into the sun
sunday afternoon after all the laundry's done
sometimes a distant siren
can set a dog to barking late at night
then it dominos on down
til every dog is joining in
the first rumours of the layoffs
sang like a distant siren might
and we all perked up our ears
and paced the fence
of the ensuing din
every night, we were glued to the tv news
at six o'clock
cuz it was hard to tell what was real
and what was talk
they explained about the cutbacks
all the earnest frowns
but what they didn't say was that the plant
was slowly shutting down
this town is not the kind of place
that money people go
they make their jokes up on the tv
about all the snow
and they're building condos downriver
from where the plant had been
but nobody really lives here
now that the air is clean
the president assured us
it was all gonna trickle down
like it'd be raining so much money
that we'd be sad to see the sun
mr. wilczewski's brother had some business
out in denver
so they left for denver
and everybody knows they were the lucky ones
you cease to smell the steel plant
after you've been here for a while
