No, it's just you're not considering the actual small numbers to make a name 'number one' ask any AI search engine.

there were 590,935 children registered as born in England and Wales in 2023, with 302,967 assigned male.

This means that approximately 1.54% of baby boys were named Muhammad, 1.45% were named Noah

...the other 96% plus baby boys names were just made up of LOTS of different names.
No other group of people choose the same name for 90% of all their male born children, so it just makes it seem more significant!
