Possibly the last thing you'd want to do is announce, in public, that you know of their existence, and maybe even their plans, because then you might just make them "go to ground";

Making your efforts to try to stop them all the more difficult, or perhaps, impossible.

That's definitely one way to look at it. However, another way to look at it is by making it known you are pursuing other actors you telegraph your investigation to disrupt their plans, because they don't know what you know. Which forces them to believe you know what they plan to do, or at least part of it, and are going to stop them. It's all they can believe.

This would be particularly true given the Sugar Bowl event which is supposed to take place tonight. You wouldn't want some bad actors to think they're in the clear and actually try something (when you're, in reality, completely in the dark about where they might strike and how).

But yes, it's kind of a double-edged sword.

edit - Because a Sugar Bowl type event (i.e. mass gathering) isn't the time or place to try to lure someone in. It's too big.
