This is why I mentioned the use of "cold-gas thrusters" for propulsion/maneuvering; essentially compressed air. The air supply could be stored in tanks designed and constructed of a material that is, itself, minimally radar/IR visible.
A "Vanta Black"-type of external coating would effectively reduce the craft's optical visibility, at least at night.
