Can you describe the "Hard" evidence there would be for a portal
anywhere

An energy signature? A gravity anomaly? A photograph? An eyewitness account supported by numerous witnesses?

Any or all of the above.

The way I read it's being worked in the New England states is that all the "bordering" tribes form a coalition and the land is then deeded back to the coalition meaning that each of the bordering tribes has a partial interest in the land to be granted.

Not necessarily. The closest thing to something resembling hard evidence of a "Portal" was observed at Skinwalker Ranch. Their equipment picked up electromagnetic anomalies; gravitational anomalies and something like micro wave radiation.

All that evidence and no one accidentally disappeared into a Portal so there's no real telling or understanding of what they were observing and what their machines picked up on.

They dropped that line of enquiry.........it went no where.
