Better than nothing is not good enough. The Secretary of Defense exercises day to day control over the military branches and is second only to the POTUS in the chain of command. The SECDEF makes decisions on which weapon systems to purchase and prepares a 800 Billion dollar budget every year. In a nation of 335 million people, there is absolutely no reason to choose someone who will do a half-assed job.
