You don't know that. In the 50's, as you say, people did not know of thecloud seeding techniques. Just sayin'. Neither of us could say for sure. There have been some wicked underground projects that most likely didn't just disappear or go away. Patents represent legal rights to an invention or idea.

But they don't always translate into usable technology.

And many patents can remain on paper without ever being developed into a product.

Just because they can enhance precipitation using the likes of cloud seeding does not mean that they can manipulate major weather fronts or control the path of hurricanes.
