Apparently ''nobody'' you have bothered to listen to. Original climate change predictions have covered what is happening in the South East for decades. And this one, if one wants to treat it like a unique storm or outlier or black swan or whatever, had predictions by several state governments at the same time. Days ahead of time.
But we “knew” this was gonna happen?

I should have been more clear on the stilt thing. I was thinking of the video on the news I saw, of a McMansion on stilts on the beach getting washed away. And the morons that build those homes on the cliffs edges like in Cali.
Had family in the 80's, that lived in a place called Hell swamp in South Carolina. They built their own "shacks" on stilts. But they were also the type of people who didn't ask for help from the government. (Generally didn't want them to know they existed) They went out and found more scrap wood, or cut down trees to rebuild.

In the San Diego County meeting agenda at the time, the outline stated that the county became "an eligible applicant for an award of up to $19,592,554 in FY 2024['s]" shelter and services program funding. This was part of the revealed $640 million in grants from FEMA that were made available in April for shelter programs for illegal immigrants coming into the country across different states. The agenda summary added that the funding would be used "for a long-term migrant transfer site and respite shelter."
