Absolutely not. That's infanticide. He is purposely being obtuse, or he does not understand what palliative care is. That would be a case of an infant that will die, the doctor and family can choose to just provide love and comfort rather than any at times painful and maybe scary medical treatments, as he infant will still die, treatments or not.
