If Trump, despite being the President, and being chief of staff and commander in chief of the Executive branch, could not 'do stuff' last time, why would a next time be any different?
There is a adage that the definition of insanity is doing exactly the same things, in the exactly the same way, and expecting a different outcome.
Trump made some big allegations about traitorous and criminal stuff regarding particular of his opponents and predecessors. Did any one of those go to trial and get a conviction while he was President? Who actually blocked him from doing that, and how? He has the right and duty to uphold the law, it's part of his inauguration pledge.
I honestly think that Trump's inability to follow-through, even as President, demonstrates his ineptitude. Why would anyone think that this next time should be any different?
