Congress has had the power since 1972 to enact on to set the rules, they also had 3 or 4 times where it would have passed in the last 40 years, so why didn't they?

They didn't because all they have is abortions, guns, and the evil rich with most rich being liberal, so that is the joke they play on liberals.
