Biden secretly gave Ukraine permission to strike inside Russia with US weapons
The Biden administration has quietly given Ukraine permission to strike inside Russia — solely near the area of Kharkiv — using U.S.-provided weapons, three U.S. officials and two other people familiar with the move said Thursday, a major reversal that will help Ukraine to better defend its second-largest city.
“The president recently directed his team to ensure that Ukraine is able to use U.S. weapons for counter-fire purposes in Kharkiv so Ukraine can hit back at Russian forces hitting them or preparing to hit them,” one of the U.S. officials said, adding that the policy of not allowing long-range strikes inside Russia “has not changed.”
Ukraine asked the U.S. to make this policy change only after Russia’s offensive on Kharkiv began this month, the official added. All the people were granted anonymity to discuss internal decisions that haven’t been announced.

He partially lifted , in a limited manner, the ban with a focus on defending Kharkiv. These elements need to be used in a counterfire - defensive manner. They can be used offensively to eliminate the build up of invading resources near Kharkiv.
That isn't the same as him saying "have at it and drop the gloves". If they get used currently then that means RUssia was the aggressor and just like they were with the invasion are accountable for their actions. If or when they become an active element used outside of Kharkiv then that is a whole different story, until then its limited .

The Biden administration is opening a new facility in Mesquite, Texas, that will greatly improve the rate of manufacture for critical munitions used in Ukraine and elsewhere.
The plant will be operated by General Dynamics and produce parts for 155-millimeter artillery shells, according to National Security Council spokesperson John Kirby.
He told reporters on May 29 that the new facility “will significantly increase our country’s ability to manufacture parts that are used to produce artillery ammunition.”
The facility began construction last year and will be operated in part with funds allotted by the $95 billion security supplemental passed by Congress last month “to stand up new production lines as part of a national effort to significantly increase the number of artillery shells that we produce every month,” according to Mr. Kirby.
“These 155-millimeter shells and, of course, the guns that go with them, have absolutely made a significant impact on Ukraine’s ability to repel Russian attacks,” he said.
The Biden administration has delivered millions of 155-millimeter shells to Ukraine since 2022 through presidential drawdown authorities, which directly transfer the rounds to Ukraine from U.S. stockpiles.
