It's supposed to be, but an important point is that it is supposed to be done in good faith, not with intent to cause harm to the incoming administration like Obama and Biden did.

It's supposed to be, but an important point is that it is supposed to be done in good faith, not with intent to cause harm to the incoming administration like Obama and Biden did.
The Clinton administration also did this to the incoming Bush administration in late 2000 and January 2001. They did everything they could to sabotage the early part of Bush's presidency, all the way down to petty high school nonsense like stealing all the W keys from keyboards in the White House.
Keep in mind that while they whine about democracy, Democrats en masse haven't accepted that they legitimately lost a presidential election since 1988.
Democrats really are overgrown children.
