I would suggest that number could be much higher, and I wouldn't be surprised if this and related technologies have made it into the hands of large corporations and cartels.

But it's RUSSIA that has free reign in Cuba, not those other countries.
And it's RUSSIA that has motivation to do so in Cuba, not those other countries.

Yeah, it's also possible that some of the victims in the 60 Minutes episode, actually have working knowledge of the technology, just can't admit to it.
