According to DC law he had to be told by law enforcement to stop. Refusal will get you arrested. State of the Union is not the place to demonstrate. But for him I guess paying the 50.00 was worth it to let Biden know he blamed him for his sons death.
Capitol police do not play anymore and very quick to arrest people now so I'm really not surprised

The people can not be all, and always, well informed. The part which is wrong will be discontented in proportion to the importance of the facts they misconceive. If they remain quiet under such misconceptions it is a lethargy, the forerunner of death to the public liberty. We have had 13. states independant 11. years. There has been one rebellion. That comes to one rebellion in a century and a half for each state. What country before ever existed a century and half without a rebellion? And what country can preserve it’s liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants. It is it’s natural manure.

Speaking with The New Yorker, Biden refers to Thomas as “the guy who likes to spend a lot of time on yachts.”
That's the trick to the economy, instead of building tanks and giving them away we should be creating workforce jobs rebuilding our infrastructure and cleaning up our country and gain prosperity again in this once Great America.

He was charged with crowding, obstructing, or incommoding Congress, a misdemeanor that typically results in the offender’s release after paying a $50 fine.

Firstly, only one of his sons was killed in action, according to the article, the other committed suicide.
Horrible thing for sure, but he did voluntarily sign up for the armed forces with the full knowledge that being killed was a real possibility.
Either way though, I fail to see how this was Biden’s fault that he got arrested. It was just basic procedure… I highly doubt Biden personally gave any orders one way or the other.
