They might have hit certain parts of his mind with EMF waves to make him more cognitive, start lying, etc. they can change a person's entire personality really quickly without you suspecting anything. They even used it on George W Bush at a speech during his presidency. Before anyone is president, some of these federal agencies have their mind mapped out.
