Its something heavier than what us peons can get since he cant speak more than a sentence or two in normal settings and only something big like the stou implies its something that can or might plant him to soon, or gets diminishing returns fast.

So they have to save it for things like that speech, or a debate or what they consider an important meeting.

I’m also very uncomfortable with him wearing that earpiece.
