WHAT LEGITIMATE REASON(s) can Netanyahu give for not killing at least one of these 4 leaders of HAMAS?
They live in Qatar. A muslim country. Does Israel have people who can speak the language, blend in, get close enough, skills enough to assassinate them, and get out? I don't know. Do you.
We already had repetitive admissions and justifications, so what's with the constant whataboutism?

And who exactly put the military targets in and under the hospitals? Hamas did that. Hiding in and under the civilians is what they do.

The liar in Chief from 2015 , Netanyahu says Hitler didn't want to kill the Jews, but a Muslim convinced him to do it.
For example, over two days in September 1941, a small detachment of Einsatzgruppe C along with larger units of Waffen SS, Order Police and Ukrainian auxiliaries conducted a mass shooting of Jews in Babyn Yar (Babi Yar), a ravine outside Kyiv (Kiev). According to reports sent to the Einsatzgruppen headquarters in Berlin, 33,771 Jews were massacred during this two-day period. When occupied territories came under civilian control, stationary offices of the SS and Police replaced the Einsatzgruppen and continued to conduct mass shootings.

You might also want to consider the "March of Return".
Why act all surprised when you shoot kids, journalists and medics during a peaceful protest? Have we all collectively forgot about the inconvenient parts of history before the 7th or have we simply lost our minds?
Columbia. Home of coc aine drug lords, coc aine trafficking, human trafficking and child labor. Please tell us your stance of a hospital that was attacked by a failed Hamas rocket.
Abuses by armed groups, limited access to justice, and high levels of poverty, especially among Indigenous and Afro-descendant communities, remain serious human rights concerns in Colombia.
The 2016 peace accord between the Revolutionary Armed Forces of Colombia (FARC) and the government ended a five-decade-long conflict and brought an initial decline in violence. But violence took new forms and abuses by armed groups increased in many remote areas in later years, reaching similar levels in 2022 to those that existed immediately before the peace process.

You mean like the "whataboutism" surrounding Israel committing war crimes , crimes against Humanity and Genocide of the civilian population of Gaza and the West Bank ?
Netanyahu has taken Israel to a dark place from which it may never escape , the ramifications of its actions over the last month will haunt it for decades to come.
