It's still wrong, she was a civilian employee, NOT a police officer with a warrant card.
Massive massive difference, and my point stands, this story is a good example of a British police force weeding out criminals from it's organisation.

Background and personality checks are much more strict for actual police officers, but this auxiliary staff criminal was NOT a police constable with arrest powers.

The checks on auxiliary support staff in the police force, are not as stringent as those for constables (cops).

This story is an example of good housekeeping by the police force concerned, certainly NOT a story to support claims of systemic corruption in UK police.
