Destroy their military capabilities is one thing. Killing civilians in their thousands is quite different.

"The slap on the wrist for these soldiers is another slap in the face for the victims of violations during Operation Cast Lead," said Sarah Leah Whitson, Middle East director at Human Rights Watch.
