Does it matter if it is one week or one year old? I'm not claiming that the practice of using Palestinian people as human shields is being used today. I mean historically, it is known that human shields is an IDF common practice.
Similar to USS Liberty, doing something and lie about it, claiming it was mistake while all the American sailors claimed, it was deliberate attack against USA.

He is tied to car as indicated in the picture by white circle, so he cannot walk away.
I think it's obvious that he is tied. That's enough for you, I won't keep explaining the obvious for you.

Israel faces human shield claim
Mohammed Badwan
Activists claim Mohammed was tied to the jeep by police.
Israeli human rights activists have accused border police of using a 13-year-old Palestinian as a human shield.
Rabbis for Human Rights say that Mohammed Badwan was tied by police to a jeep during a recent demonstration in the West Bank village of Bidou.
The police apparently hoped this would stop Palestinians from throwing stones during a protest against Israel's West Bank barrier.
Israel's Supreme Court banned the use of human shields in 2002.
Rabbis for Human Rights also say that the boy was beaten by Israeli police before being arrested.
Israeli police spokesman Gil Kleiman said: "It's unclear what happened, we do not expose civilians to physical damage willingly."
The case is to be investigated by the Israeli Justice Ministry.

Lol, that is irrelevant. Hamas first of all is a terror organization. There is nothing of this sort.
Although Hamas is terror organization, I didn't see enough evidence that they have used hospitals and schools for storing weapons or use them as base.
I'm not trying to say they don't, but I have not seen the evidence.
I'm glad that Israel did outlaw the practice. I hope that they will outlaw killing of civilians.
One, identified as Amer Abu Awash, a member of Hamas’s elite Nukhba force, was asked about the connection between hospitals in Gaza and the “metro”, Hamas’s extensive tunnel network. A handcuffed Awash replied: “Most of them are hidden in the hospitals. [At] Shifa [hospital], for example, there are underground levels … Shifa is not small, it is a big place that can be used to hide things.”
Abu Awash was then asked by the interrogator about why Hamas was using medical institutions such as hospitals and clinics, to which he answered, “[so] you won’t strike them.”

This is not evidence.
First of all, the call could be fabricated. e.g. 40 beheaded babies that no one has seen and will ever see
The call could be used as camouflage for Israelis to target the wrong base.
Evidence is something beyond doubt that it is true.
Examples of Human-Shields Use by Hamas in Recent Gaza Conflict
During the May 2021 Gaza conflict, several outside observers reported publicly on Hamas’ use of civilians as human shields for its weapons and fighters. The Associated Press found that “Palestinian fighters are clearly operating in built-up residential areas and have positioned tunnels, rocket launchers and command and control infrastructure in close proximity to schools, mosques and homes.”6 Each rocket launched at Israeli civilians from such sites entails two separate war crimes, violating the law of armed conflict’s prohibition on targeting civilians as well as the prohibition on using civilians as human shields.7 The Office of the United Nations Special Commissioner for the Middle East Peace Process likewise said: “Hamas & other militants’ indiscriminate launching of rockets & mortars from highly populated civilian neighborhoods into civilian population centers in Israel violates [the law of armed conflict] and must cease immediately.”8
