Think of it this way: How frequently do you purchase big ticket items like cars, houses, or whitegoods? These things, because of their high costs, are the primary measures of the trading economy.
Changes made that would influence variation in the purchasing number and frequency of these types of goods will take a while because people have to save, or put themselves in debt, to purchase (few have that sort of money to hand). And so, the normal time-frames for economic transactions are somewhat slower than new legislative or other populist gross economic factors.
And we must remember that Trump claimed that he had caused an economic upturn in numerous measures, even before he had assumed office. Which showed he had a fairly low level of economic understanding, and didn't bode well for his administration.
The government shutdown that he forced to try and push through policy on the 'wall' also wasn't a good sign.
Trump was no genius and it reflected in economic damage that extends beyond his term of office.
That's not to say Biden's administration has been much more capable. We will have to wait to see how that turns out.
