This story is very old starting in mid-90s and then resurfacing in the 2010s. It is also not about hCG inhibitors, it is about being actually laced with hCG, so that part is wrong. Here is a good article on it all.

There isn't some "special" dose used just in Kenya where it all started that it was suggested the vaccine was laced, so it isn't ALL of Aferica either...
