What does that have to do with three separate juries finding Durham's indictees innocent?

This report concludes Durham's tenure as special counsel. His grand jury expired months ago with only three indictments made. None of them resulted in convictions. As he states in his report he was unable to tie any one to criminal wrongdoing.

The most Congress can do is recommend that the DOJ press criminal charges. Considering the special counsel has already declined to press criminal charges, the DOJ would probably ignore such a recommendation.
