In almost all ancient accounts of creation, including the Hebrew account in Genesis, water played an important role. It was there at the beginning. What separated the Judeo-Christian account from other ancient accounts was that the water, though present, was not the source of the creation. The source of creation was, as Genesis states, “the Spirit of God hovering over the waters.”
Consider the following quotes:
“Just as our soul, being air, holds us together, so do breath and air encompass the whole world.”10
-Anaximenes
“In the beginning God created the heavens and the earth. The earth was without form and void, and darkness was upon the face of the deep; and the Spirit of God was moving over the face of the waters.”
-Genesis 1:1-2

What is it?

Without going to deeply into a very deep topic Air is relative to the gestational stage prior manifestation. It represents the foundational paradigm one interacts with their environment from.
Just as the prosecuting attorney is not an opponent of the judge and the loyal opposition is not set against the government, so Satan’s role in “Yahweh’s cabinet” (so to speak) is to serve Yahweh by making sure that his rule and law is properly upheld.
14 Thou art the anointed cherub that covereth; and I have set thee so: thou wast upon the holy mountain of God; thou hast walked up and down in the midst of the stones of fire.
16 By the multitude of thy merchandise they have filled the midst of thee with violence, and thou hast sinned: therefore I will cast thee as profane out of the mountain of God: and I will destroy thee, O covering cherub, from the midst of the stones of fire.
18 Thou hast defiled thy sanctuaries by the multitude of thine iniquities, by the iniquity of thy traffick; therefore will I bring forth a fire from the midst of thee, it shall devour thee, and I will bring thee to ashes upon the earth in the sight of all them that behold thee.
It could be many things but I propose that one of those things could be the electrical waves present in our atmosphere.

Could this be a closer approximation of the role of satan? If so then what are your thoughts in regards to his rulership over the air?

I’m still thinking about the meaning of “the power of the air”

Product of god is still lesser and subservient to god.
With the way the human race is going, Lucifer will undoubtedly be able to show god how evil and unworthy of his love we are.
The Morningstar at that point will regain his position next to god and god will have to punish his favorite creation.
Satan told God that he had come “From going to and fro on the earth, and from walking up and down on it.” So not omnipresent.
The LORD said to Satan, “Where have you come from?”
Possibly the most ancient story, however, claimed that Pangu’s body created all the features of the world and the sky. Again, the heavens and the earth were kept apart by his limbs.
There are many parallels to these stories in the Near East and Europe. While Indo-European and East Asian cultures are largely considered separate, the pillars of the sky and a giant’s body creating the features of the land are widespread archetypes that seem to cross between these cultural divisions.
While this could be coincidental, it is more likely that the stories are actually related. Exchange between seemingly unrelated cultures, either in border regions or from shared prehistoric origins, resulted in strikingly similar myths being told in otherwise unrelated cultures.

Sounds like something out of American Gods.
Satan has to build 5G so he can finally read everyone's minds to take over the world!
Interesting though. You mentioned:
Satan told God that he had come “From going to and fro on the earth, and from walking up and down on it.” So not omnipresent.
But I was always curious about the all knowing part on this too. Did you leave it out on purpose? It would kind of put a dent in the story. Right before that line:
The LORD said to Satan, “Where have you come from?”
This always confused me. Wouldn't God know? Why would he ask? It's hard to imagine God being of a patronizing personality.
I've always wondered as well, it never said that angels (demons) could read your thoughts. Can God? He knows all but again ^^.
...for curiosity's sake.
