I believe the prion testing thing more than aliens or scavengers.

I don't think it's out of the realm of possibility. However, it should be fairly easy for the Government to test cattle for prion diseases as Ophi stated. Rather than going to all this effort of stealthily dismembering them and then dumping them on the ground to rot away.

THE ALIENS WHO VISITED ME AT MY HOME WERE CHASING A LITTER OF KITTENS. A COUPLE OF DAYS LATER I FOUND A STIFF DEAD BLACK, COLOR COULDVE BE A COINCIDENCE, CAT NEAR THE AREA WHERE THE ALIENS WERE SEEN. THESE MIGHT BE THE SAME ALIENS WHO HUNT THE CATTLE.

It's been a long question of mine why they would refer to taking samples of cattle. The only conclusion I can come up with for now, is that they use it in some kind of scientific experiment, perhaps genetic sequencing or need tissue/cells, but in any case I still think it's unethical practice.
