Pardon my cynicism, but I wouldn't be surprised if the results are scripted the same way as WWE wrestling. With those teams that draw in the most
viewers (i.e. the markets where broadcasting rights are sold for the highest amounts) being favored to go the furthest (have the most matches).
Cycling through those teams in terms of which teams are succesful in which tournaments. That's why Italy is not here because they just won the EC, so
that market can feed off that success for a while. Of course, I'm speculating a bit based on the general rule of thumb that 'money rules the
world'.
The biggest markets for football are:
France
Germany
Italy
Spain
Brazil
Argentina
Incidentally all WC winners of the last 52 years have come from that list, what a convenient coincidence for those making money with football and
those with money invested (especially in those markets).
They do also like to show those 'underdog winning' scenarios (storylines), such as in the case of Croatia (Belgium 2018) and Leicester winning the
Premier League, but those don't seem to end up winning the WC. Sometimes they like to put in a little soap drama as well.
