I can understand that people play the same numbers in multiple drawings. If that were the case here, why weren't there also 52 winners for the first drawing?

If you were to make a bet before the two drawings, that they would be consecutively the same numbers, the odds would be astronomical. However, once the first drawing occurred, statistically, the odds would have been the same for any set of numbers being drawn in the next drawing regardless of them being the same numbers drawn previously.
