Why not offer to swap? Russia to have the states that want to secede from America; America to have the provinces that want to secede from Russia. If only you had a President who could be fast on the verbal riposte. I recommmend that the offer be made formally and with a straight face; trust me, the joke works better that way.

Let's not be too hasty, here. Consider the options.

If a state votes to join Russia, maybe Joe Biden will give them $60 billion to fight off the Russians. A lot of states could use that money.

Putin has said "Russia has no borders" even russian yandex have removed all borders of the countries in its maps.

After the Civil War it effectively became illegal for any state to secede or make treaties with any other countries or intities.
