He 'offered' to let Ukraine keep some of it's country if it surrendered the rest to russia, or russia would take the entire country by force.

I don't know if that equals 'psychopath', but it certainly does not mean 'offered to negotiate'.

The USSR was not going to destroy the West with nuclear weapons.

Doesn't even matter if that were true (it's as fake as that ussr hollywood propaganda), the fact is the russian military was assisting them in leaving Ukraine, that makes them part of an invasion force, not 'Ukrainian civilians'.

Ukraine is allowed to defend itself from an invasion force.
