Considering how many events he participates in, this is a very small number.
I doubt that the queen ever had such an intensity of participation in events.
As far as I know, one of the delays to a meeting with Shinzo Abe was because the previous meeting between Putin and Trump exceeded the scheduled time.
You draw your conclusion on one example, which is methodologically incorrect.
First you need to collect data on at least 20 politicians and draw conclusions about Putin on this basis.

He has done it to everybody... Multiple times... For large amounts of time in some cases..

The Queen and other members of the royal family make at least 3,000 visits every year, with around 1,000 invitations sent to The Queen alone each year.
To say she is not as busy as Putin is probably not correct... But I don't have any other evidence to post to support my argument..

In 2022 when she was a frail very old lady who had mobility issues , what do you expect ?
The Queen stepped back from many of her duties a few years ago as age started to catch up on her.
I think 5 events in 8 months is good going and shows commitment.

If you read carefully it says she is INVITED to 1000 events a year personally.. she obviously doesn’t attend all of these.. only some are accepted.
Also, looking at her activity in the last 8 months is a bit silly isn’t it? She’s been in bad health with low mobility for the last few months,, would be fairer to look at a year a couple of decades ago when she was fit and healthy no?
