If you can be arrested for intent for other things with just as much evidence as they have , heshe should be too

I spent a brief stint as an MP and we were directed to arrest people on base for less evidence than they have there

If we pulled someone and they had even the wrong equipment in their car w out the proper license "ie say locksmith tools" they would have been arrested

You can be charged with intent to commit a crime, yes. And perhaps the cops could have arrested this person based on what the "stingers" told them on the spot, perhaps. But the claim that the person was not arrested because they are trans doesn't hold much water.

I mentioned that program earlier. In that program the police have been briefed and are on hand before the meeting occurs. In that program the perp comes into the house and interacts directly with the "victim." An effective sting, with strongly established intent. That does not seem to be what happened in this case.

But it looks like there is followup. That's a good thing.

I know this is a hard concept. When your political platform calls any criticism of a group hate speech, including accusations of child abuse and pedophilia, pedophiles move to that group to evade criticism and exploit children. We had a thread years ago about the NAMBLA sickos that had their guide on how to get close to children. Crap like church youth groups, boy scouts, childcare, education, volunteer groups like big brothers.

They will migrate and play any role to get to their target.
