In connection with the unfriendly and contrary to international law actions of the United States of America and the foreign states and international organizations that have joined them, aimed at illegally depriving the Russian Federation, citizens of the Russian Federation and Russian legal entities of the right to property and (or) limiting their property rights, in order to protect national interests of the Russian Federation and in accordance with the Federal Law of December 30, 2006 No. 281-FZ "On special economic measures and coercive measures" I decide:
1. Federal government bodies, government bodies of the constituent entities of the Russian Federation, other state bodies, local government bodies, organizations and individuals under the jurisdiction of the Russian Federation, in their activities, proceed from the fact that from the date of entry into force of this Decree in relation to certain legal entities, individuals and organizations under their control apply special economic measures.
2. Ensure the application of the following special economic measures:
a) a ban on federal government bodies, government bodies of constituent entities of the Russian Federation, other government bodies, local governments, organizations and individuals under the jurisdiction of the Russian Federation:
make transactions (including the conclusion of foreign trade contracts) with legal entities, individuals and organizations under their control, in respect of which special economic measures are applied (hereinafter referred to as persons under sanctions);
fulfill obligations to persons under sanctions under completed transactions (including under concluded foreign trade contracts), if such obligations are not fulfilled or are not fulfilled in full;
carry out financial transactions, the beneficiaries of which are persons under sanctions;
b) a ban on the export outside the territory of the Russian Federation of products and (or) raw materials, the production and (or) extraction of which is carried out in the territory of the Russian Federation, provided that such products and (or) raw materials are supplied in favor of persons under sanctions, and (or) persons under sanctions in favor of other persons.
3. Grant the Ministry of Finance of the Russian Federation the right to issue official clarifications on the application of this Decree, with the exception of paragraph four, subparagraph "a" of paragraph 2 of this Decree.
4. Grant the Central Bank of the Russian Federation the right to issue official clarifications on the application of paragraph four, subparagraph "a" of paragraph 2 of this Decree.
5. To the Government of the Russian Federation within 10 days:
a) approve the list of persons under sanctions;
b) determine additional criteria for classifying transactions as transactions, the execution of which and the fulfillment of obligations under which are prohibited in accordance with paragraphs two and three of subparagraph "a" of paragraph 2 of this Decree.
6. This Decree comes into force from the day of its official publication and is valid until the special economic measures established by it are cancelled.

I would like to stress that Russia is acting to fulfil its obligations under bilateral agreements on cooperation and mutual assistance with the DPR and LPR, at the official request of Donetsk and Lugansk under Article 51 of the UN Charter on the right to self-defence.
Nothing in the present Charter shall impair the inherent right of individual or collective self-defence if an armed attack occurs against a Member of the United Nations, until the Security Council has taken measures necessary to maintain international peace and security. Measures taken by Members in the exercise of this right of self-defence shall be immediately reported to the Security Council and shall not in any way affect the authority and responsibility of the Security Council under the present Charter to take at any time such action as it deems necessary in order to maintain or restore international peace and security.

For that to work they would have to be recognised as independent states by the UN which they are not , they are still part of Ukraine.

Dear residents of the Donetsk People's Republic! Over the past 24 hours, the situation in the Republic has become critical.
Ukraine is conducting massive shelling of our territory. Only in recent days, the artillery of the Armed Forces of Ukraine has fired more than 1,700 mines and shells at residential areas. We are being hit with heavy artillery, mortars, grenade launchers and tanks. People are dying. Schools No. 105 and No. 56 in the capital received serious damage.
Ukrainian troops continue to shell the settlements of Zaitsevo, Gorlovka, Donetsk, Yasinovataya, Kominternovo and Dokuchaevsk.
The situation in the Mariupol direction has sharply aggravated. The militants of the 36th brigade attacked the positions of the People's Militia units in the Kominternovo area. There is a battle near the border with the Russian Federation.
As a result of mortar and artillery shelling, one serviceman of the People's Militia was killed, several people were injured.
Ukrainian sabotage groups have become more active in cities and towns, the actions of which are aimed at carrying out terrorist acts against civilians and life support facilities. A water pumping station was put out of action, attempts to destroy the oil depot in Yelenovka and a terrorist attack at the Stirol plant were prevented.
Only by a lucky chance, as a result of an attempted terrorist attack in the area of the railway station, no one was injured, the saboteur himself was blown up.
