That is an excuse that those companies like twitter are using.
They absolutely have the right to censor content they feel is inappropriate.
If they moved their offices of a country that has a constitution and first constitution and amendment companies should follow it. Just like Disney.
If Disney doesn't like the law or the bill they are free to move to a location where they can make as much political content as they wish.

Same when you walk into many stores, they have signs that say "we reserve the right to refuse service to anyone" or "no shoes no shirt no service".
If you don't agree with TOS, the only thing I can suggest is don't use it. I have been in "Twitter jail" a few times(temporarily suspended). Here is their TOS.
