That plant was effectively disabled when it melted down in 1986. It has been offline, in slow burn, and uninhabitable ever since. A shell was built around it to contain radiation while work was done to limit radiation leaking. That shell began to deteriorate and a second larger shell was built around the first to further contain the radiation allowing the first shell and parts of the reactor to be removed safely. Cleanup is scheduled to end in 2065.

Shelling is an Artillery term mate as in dropping artillery shells on the plant , i don't mean literally building a shell around it but none the less interesting information .
